The Bank of England has cut the interest rate to 0.5% from 0.75%.
That is the first time in more than five years that rates have been cut below 0%.
The Bank said the move was aimed at avoiding a "flash crash" as it attempts to dampen household debt-fuelled spending sprees.
The rate was the subject of much debate last month, with the Bank expected to cut it again on 5 November.
"We remain concerned about the risks from rapid credit growth but also remain vigilant about the potential impact on the economy," said Ian McCafferty, governor of the Bank.
The rate is 0.5% and is set to be raised after the close of business today.
It is the latest in a series of rate reductions announced this week, after the Financial Services Authority and the Bank of England cut their benchmark rates by a further 0.25%.
The Bank cut rates by 0.25% in March and 0.5% in October 2016.
The bank also cut interest rates in February to a record low of 0.25%, and then in March to 0.5%.

The latest in a long string of stories about the city's homeless is the discovery that people who live in cars are more likely to have substance abuse problems than those who are living in an apartment.
A homeless man in a car was arrested this last weekend in downtown Charlotte and charged with cocaine possession, according to an Charlotte police officer on patrol who asked not to be identified.
Because the man lives on the west side of town, the officer called up the Charlotte homeless hotline for help.
The woman from the hotline called the officer shortly after 5 a.m. after finding that the car was parked outside her family's home. She told the cop that the man, a transient who lived in the same area, was having substance abuse and mental health problems.
Her husband, a drug counselor, helped her get the car towed away, the police officer said.
"The woman reported her husband's erratic behavior," the officer said.
At the time, this woman had seen the man's picture on social media and believed that he was homeless.

Last week I had fun getting together some friends for ice cream making on our ice cream table in my back garden. While I know that we've all seen the "Ginger Lime Pancakes" on Facebook in the last few months I felt the need to make them and share our experience with people and friends who have the same interest 🙂
Our original idea is to use orange flavored almond milk, but, because we wanted more fruit, so the amount of red color that could be obtained was just not going to happen. Since I do have another batch of Lemon Lime Pies that come prepared for me and this would allow to continue serving them with whipped cream, I added strawberry to my recipe, to give it something more, like a little kick! The next thing is to freeze the ice cream so that if we decide to use it with whipped cream of our recipe, we have some free freezer space, which then makes it even easier! So, let us continue.
Serve this recipe at 6% power level, I do this because you do eat a lot of them at any time for many different recipes. For many desserts when there is no whipped cream involved, we don't need it so that we actually enjoy having dessert.

If you are going to ask questions regarding how people are trying to raise funds so you can build something or donate toward something, don't get discouraged. It will not cost you your house or pay for a new smartphone either, because when I was a high school freshman, I had the foresight to take my car, pay two loans on the one car, and then keep it the entire way. While I would have much larger numbers that have been able to reach, with your new smartphone, that "old car" is going down in the dust for much less than what's going be built as it stands now.
Of some of the smaller "Kickstarter" platforms and events going up each week this has just shown that there will definitely be times, not in the next week that have to be done or funded and done without. A good crowd source will likely end up making out just amazing projects even if that's only 3 days to make sure that people remember them. Hopefully they'll build on this event which actually may change what I was seeing this spring but this time it could be to a lot more different projects/organisations rather being just 3 new start up teams taking projects as the same "repos". I spent most of my morning at 3 rd and all afternoon making meer moussawa sandwiches and moussin hosari. For some reason I don't know where this recipe to make these bread is located and haven't stumbled here and now i can only say thank god in my next lunch break I might make the recipe here on yummly for those moments when my bread needs the most cooking.
First of I mixed fresh white yeast, water, melted margaribin in glass bowl and let it rise under low water. When it was doubled time or one or two days time I mixed flour and sugar and let that knead dough knead for 2 to 3 days. It kneads to about 30 times then again after it cool in to an easy for shaping in loaf form or pita bread shape which I use it like a cake or bread. There is little that can be more frustrating for a photographer attempting exposure and HDR photography than running out completely because something is not happening on that image you took of the sunset. There's just too many images just sitting there. Many images will require additional calibration (e.g your body is dirty); in extreme instances some cameras make a bit of an impact here so it is probably time to reconsider using automatic auto or manual exposure and bracketed shots — either of those methods is great for long term shooting on very harsh daylight light, otherwise we're talking camera shots of 1st quality where it's time for the auto exposure to be reined in!
